Anti-corruption and political integrity continue to be the hot topics of the political activity this week, as the results of the local elections mapped voters' political options and established political strongholds for the upcoming general elections campaign. In this regard, President Iohannis criticized some parties for not taking the integrity criteria seriously, while warning voters of the responsibilities their constitutional rights bear. The results of the elections also showed that voters had a rather unexpected reaction against mayors charged with corruption, confirming that the argument of integrity had little to no effect on the general electorate.

Progress Report on Fiscal Policies, June 13 - 17, 2016
The tendency towards adopting fiscal relaxation policies continues in Parliament as the Senate adopted on Monday the draft law on reducing the CAS by 5 percent, with 2 points to be cut from the employer’s contribution and 3 from the employee’s share, respectively. The draft law was passed with a significant majority, namely 67 votes in favor, 23 against and one abstention. As the Chamber of Deputies is the decision-making body, and considering that the draft bill would be submitted right before the summer recess, the final decision is expected to come by fall, as the Parliament resumes its activity.

Weekly Policy and Political Report, June 6 - 10
The local elections last Sunday gave an insight into the general political options for the upcoming parliamentary elections, and tested the parties’ capacity to regain their voters’ confidence. This week, MPs returned in Parliament after their unofficial recess, in the context of the elections. With less than a month before the official summer recess, MPs are now trying to speed up the process of passing certain legislative proposals.

Progress Report on Fiscal Policies, June 6 - 10, 2016
Members of Parliament convened after the electoral campaign and resumed their activity in Parliament, one month before the official summer recess. Over the course of the past week, a series of draft bills were put up for debate in the two chambers. L196/2016, draft bill limiting the ways in which the Fiscal Code can be amended, was debated in the Senates' plenary session, during which Senators demanded an additional report from the Committee for Budget, Finances, Banking Activity and Capital Markets. The initial report proposed the rejection of the draft bill.

Weekly Policy and Political Report, May 30 - June 3, 2016
The upcoming week is expected to be quite eventful, given the local elections this weekend and the Government’s decision to pass the Ordinance on public employees’ wages during next Tuesday’s sitting. After this week’s Government meeting, everyone is expecting the new enforcement guidelines for public procurement to be published in the Official Gazette, which would finally allow the Law on Public Procurement and the Law on Sectoral Procurement to be implemented. Following the publication of the enforcement guidelines in the Official Gazette, the currently locked-down SEAP public procurement platform will be reopened and function within the parameters imposed by the new legislation.
